Does any hard documentation exist of the fact that Chicago was pretty heavy into drugs by this point? And if so, was this really the cause of Robert Lamm's and James Pankow's lack of participation on this album (and/or Chicago XIV, Chicago 16)?

They've all copped to doing lots of drugs during this period in interviews and they all cleaned up between 14 and 16. Lamm had a deviated septum he had to deal with during the recording of 16, hence his limited participation.
