Appears to be non-notable. All but two of the google hits I could find are wikipedia clones or are unrelated uses of the same phrase, and the couple of searches I ran for academic journal articles turned up zilch. - Comment. I have heard of this before. It is a scheme invented by Steve Bett, who runs this website. From what I gather, it is one of the more well-known schemes in the online spelling reform community, but I would see how someone may call it non-notable as it really hasn't left that not-very-large community.
